Next TCIA Meeting:
The next meeting of the TCIA will be an administrative teleconference on March 7, 2009. One "call site" in the Knoxville area will be arranged for the March teleconference for those members of the public who want to gather to hear and observe the call. Please see this post for more information.
TCIA Community Round Table Conference Calls
Community round table conference calls were originally scheduled for those months in which there was no meeting of the TCIA. On Feb. 21, the commission added administrative meeting teleconferences and committee of the whole strategic planning teleconferences to its schedule, effectively creating a meeting every month except August for the next 10-12 months. I am suspending further community round table calls until I can work out a reasonable schedule.

Committee of the Whole
When an assembly has to consider a subject which it does not wish to refer to a committee, and yet where the subject matter is not well digested and put into proper form for its definite action, or when, for any other reason, it is desirable for the assembly to consider a subject with all the freedom of an ordinary committee, it is the practice to refer the matter to the “Committee of the Whole.”
Not a “special meeting” at all and can actually be called at any point during a regular meeting. Certain conditions apply to it if it is called to discuss and/or refine a proposed action such as a resolution. - The choice to stay in the bucket is up to the individual.
It’s easy to be a crab in the bucket. It doesn’t require any conscious choice. You don’t have to work at it at all. You get to blame your problems on real people and take comfort among the other crabs who are blaming someone, sometimes even the same one, too.
It doesn’t take any real brain power or any of your time. Heck, you don’t even have to know who to blame or have a problem. You just let some other crab tell you who and what and *snap* right down into the bucket you slide. Over and over and over again.
